Why does the modem dial but not connect?

Once again this could be the splitter or even a surge suppressor that the phone line runs through. These can cause line noise so that the modem is not able to negotiate the connection. Make sure that the phone line is going directly from the modem to the jack in the wall. Some devices that can affect this are Fax machines, Caller ID, or any other device between the computer and the wall jack. You may also want to replace the phone line from the computer to the wall jack. You may want to try placing 3 commas after the phone number that you are dialing. Some modems try to connect at "burst tone" instead of the actual beginning of the negotiations. Placing the 3 commas will pause the modem for the burst tone to pass.
